About Us:
West Texas Centers serves as the designated local authority for mental health, intellectual and developmental disabilities and Early Childhood Intervention services for the established service area. The Center began operations on March 1, 1997 and continues to operate through a contractual relationship with the Texas Department Health and Human Services Commission. We proudly serve the citizens of Andrews, Borden, Crane, Dawson, Fisher, Gaines, Garza, Glasscock, Howard, Kent, Loving, Martin, Mitchell, Nolan, Reeves, Runnels, Scurry, Terrell, Terry, Upton, Ward, Winkler and Yoakum counties. The Center provides a wide array of services in approximately 35 sites across the service area to over 2700 individuals through the dedication of approximately 300 staff.
Position Overview:
The Chief Financial Officer will be a pivotal leader within our organization, overseeing the financial management and business services at the Center. Reporting directly to the Deputy Chief Executive Officer, the CFO will play a crucial role in guiding our financial strategy, ensuring robust accounting controls, and maintaining efficient operations across various departments including accounting, contracting, and reimbursement. In this role, you will collaborate closely with the CEO and Deputy CEO to develop and execute a strategic plan that integrates financial planning with our broader vision.
Your responsibilities will include managing and administering key departments to ensure they operate efficiently and effectively. This involves overseeing cost accounting procedures, preparing and issuing the Center's annual audit report, and establishing clear lines of responsibility and accountability throughout the organization. You will also work closely with staff to address budgetary challenges and enhance our accounting and financial information systems.
Resource management will be a significant aspect of your role. You will provide leadership in setting goals for proactive resource management, ensuring that our processes for budget development and revenue enhancement are standardized and effective. Tracking billing for third-party reimbursement, modifying budgets to reflect efficient resource utilization, and analyzing the cost efficiency of our service operations will be essential duties.
Developing and coordinating the Center's budget will be a key responsibility, where you will lead the preparation process, integrate it with our strategic goals, and report on the financial condition of the Center to the CEO/Deputy CEO. You will establish timely budget reports to support informed decision-making and prepare documents for review by the Board of Trustees.
As the official representative for financial services, you will maintain effective relationships with department heads, staff, and external vendors. You will address inquiries from staff, customers, and regulatory agencies promptly and participate in regional and state-wide planning activities as needed. Your role will also involve developing and maintaining a comprehensive policy and procedure manual to ensure compliance with Board policies and licensing standards.
Qualifications:
- Bachelor's degree in Finance, Accounting, Business Administration, or related field (Master's degree or CPA preferred).
- Proven experience as a CFO or in other managerial positions in finance.
- Strong analytical and problem-solving skills.
- Excellent leadership and organizational abilities.
- Outstanding communication and interpersonal skills.
