Description
1. Provides Clinical Leadership at FHH
- Ensures that medical care is delivered to patients with the highest standards possible within FHH’s scope of service.
- Directs family practice in meeting the goals of the Strategic Plan.
- Provides leadership in activities related to achieving accreditation or certification in nationally and/or state recognized programs that demonstrate FHH is patient centered and provides care in a safe and effective manner of the highest quality and value.
- Supports the Comprehensive Quality Management Program. Works with clinicians and support staff to achieve identified clinical measurements.
- Actively monitors compliance with HIPAA privacy regulations and patient confidentiality policies of FHH.
- Supports the Risk Management program. Works with Quality Assurance Manager to monitor the delivery of patient services. Patient feedback and incident forms are analyzed for risk and then trended. Areas of risk are reviewed, and appropriate action plans are developed. Reports to the BOD.
- Determines staffing needs of clinical areas.
- Provides leadership in the recruitment, hiring, credentialing, and privileging of Providers and clinical staff.
- Takes leadership role in responding to urgent/emergency medical situations and other events at FHH.
- Supports clinical requirements for participating in FTCA.
- Provides appropriate reporting to Chief Executive Officer and Board of Directors.
- Develops, reviews, and monitors compliance with medically related policies.
- Conducts regularly scheduled meetings of the Family Practice and Integrated Mental Health Program.
- Oversees monthly on-call schedule.
- Identifies training needs for clinical and support staff and ensures continuing education requirements are met for licensed clinical staff and Providers.
- Represents FHH in community activities and partnerships.
2. Provides Supervision of Clinical Providers
- Provides direct supervision of clinical staff to include Physicians, Physician Assistant(s), Nurse Practitioner(s), and Psychiatrist.
- Provides orientation for Providers.
- Assists with oversight of peer chart reviews for Providers.
- Assists with review of clinical quality issues with providers as needed.
- Ensures providers are seeing patients and providing care and treatment appropriate to their level of training and experience.
- Establishes and enforces documentation standards for completeness, adequacy, and timeliness.
- Annually evaluates the performance of providers, contracted services, and clinical staff.
- Directs Providers’ patient schedules to obtain defined productivity standards.
- Coordinates physician coverage, scheduling, on-call, and delineation of duties and responsibilities among providers.
- Addresses Providers' conduct to include working relationships, professionalism, and customer service.
- Ensures appropriate coding is applied for patient visits and procedures.
- Investigates patient complaints related to primary care and mental health services.
- Conducts monthly Provider meetings to review clinical issues that impact the provision of care and the operation of FHH.
3. Medical Diagnosis and Treatment
- Performs direct patient care providing medical evaluations using history, physical examination, laboratory tests, and other indicated procedures.
- Orders tests and interprets results to formulate medical diagnoses.
- Formulates, prescribes, and/or carries out medical treatment and/or procedures.
- Counsels patients and/or family members in health-related matters.
- Initiates referrals to appropriate specialists and programs.
- Participates in on-call rotation and responsibilities.
4. Administrative Functions
- Assists with the preparation of the operating and capital budget for family practice and integrated mental health department.
- Supports the achievement of financial and operational objectives of FHH as identified in the annual budget and Strategic Plan.
- Directs clinical activities to meet the goals of the Strategic Plan.
- Ensures compliance with standards, laws, and regulations as promulgated by regulatory and accrediting organizations such as: BPHC, CLIA, OSHA, State and Federal Governments, etc.
- Supports measuring patient satisfaction and resolving any identified issues.
- Actively participates in weekly Managers’ meetings and monthly Board of Directors’ meetings.
- Responsible for performing other duties as required to assist FHH in achieving its mission.
5. Communication Skills

Requirements
Education:
- Completion of accredited medical school and residency program or the completion of Doctor of Nurse Practitioner.
- In addition, prefer MPH, Masters in Healthcare Administration or similar advanced degree.
Licenses and Certification:
- MD/DO Board Certified as appropriate (must be B/C within five years of residency/fellowship program).
- Medical license to practice in Maryland.
- DEA License.
- Maryland State Dispensing License.
- Current BLS and/or ACLS.
Managerial and Leadership Capabilities:
- Strong leadership skills, prefer two years’ progressive experience fulfilling administrative duties and responsibilities.
- Prior experience as medical director in FQHC, group practice or hospital preferred.
- Experience with development and management of quality assurance program.
- Capacity to lead, mentor, and collaborate with physicians, mid-levels, and clinical support staff.
- Ability to interact effectively with a variety of individuals and groups, including diversified patient population, clinical staff, area health professionals, and the general public. Ability to lead and act independently.
- Ability to establish clinical priorities and effectively manage change.
- Effective analytical skills.
- Ability to work effectively with management team to accomplish goals and program improvements.
- Computer skills and experience with EMR products and Microsoft Office.
Physical:
Minimum to intermediate physical effort required. Job includes sitting, standing, reaching, trunk movements, lifting - occasional heavy objects with assistance, carrying, dexterity of hands and fingers, and pushing and pulling. Must be capable of traveling and working in more than one job site. Duties frequently require extended periods of walking. Ability to pass vision and hearing screening and general physical as required by FHH.
Mental:
Ability to work in a fast-paced environment while maintaining attention to detail and quality of work. Knowledge of clinical technology systems. Frequent periods of concentration, with attention to details with frequent opportunity for diversification of tasks. Sensory requirements include the ability to articulate and comprehend the spoken English language, in addition to being able to read and write the English language.
Environmental and Working Conditions:
Work performed in a modern well-equipped environment. Interfaces with fellow employees, patients, family members, and physicians on a daily basis. Possible exposure to infection, virus, and diseases.
