Palo Verde College is a publicly supported 2-year college located in the beautiful Southeastern California desert. Yearly enrollment is approximately 7,000 students (full and part-time).

LOCATION
Palo Verde College is located in the City of Blythe at one of the busiest entrance points to California. The college is located in a desert oasis adjacent to the beautiful Colorado River and the Palo Verde Valley. Blythe, and the fertile Palo Verde Valley, is primarily a farming and ranching area. Boating, fishing, and hunting attract many tourists. The Palo Verde Valley is centrally located between Phoenix and Los Angeles, Las Vegas, and the Mexican border. The valley’s great climate, with more than 350 days of sunshine and mild winters, attracts thousands of winter visitors every year.
NATURE OF THE POSITION
Under the supervision of the Superintendent/President, the Vice President of Human Resources is responsible for providing overall leadership to plan, develop, implement, and coordinate Human Resources services, including equal employment opportunity, employee relations, employee evaluations, benefit programs, employee health and welfare programs, training and development, District policies and procedures development, collective bargaining agreements, staff diversity, classification and compensation, and other Human Resources functions. Serves as the Chief Human Resource Officer (CHRO) of the district, on the Superintendent/President’s Cabinet, as a resource and advisor on policy development and implementation, personnel matters and District strategic planning; advocates for the rights and responsibilities of faculty, student and staff. The Vice President of Human Resources is a forward-thinking leader expected to provide administrative leadership to achieve a high standard of institutional excellence, to foster a supportive and inclusive environment, and to promote student success and institution-wide continuous quality improvement.
EXAMPLES OF DUTIES
DUTIES AND RESPONSIBILITIES
- Provides planning, implementation, direction, and evaluation of Human Resources programs and services.
- Administers the review of and approves selection criteria, interview questions, applicant, and interview pool diversity and EEO reports.
- Maintains the classification/compensation system; researches and confers on placement for new hires.
- Directs and supervises the activities of Human Resources personnel.
- Serves as the District Equal Employment Opportunity Officer.
- Oversees District efforts to increase the diversity of faculty and staff.
- Prepares and interprets required state, federal, and District reports.
- Provides consultation and technical expertise to administrators, faculty, management.
- Coordinates benefit services for employees.
- Participates in collective bargaining and employee relations activities.
- Ensures the development and implementation of appropriate professional development opportunities for District personnel.
- Receives and resolves complaints and employee disciplinary issues.
- Prepares a variety of items for Board review and approval.
- Directs the preparation and maintenance of a variety of narrative and statistical reports.
- Administers and promotes District-wide Human Resources development programs.
- Develops annual and long-term plans in conjunction with budget development and program management.
- Oversees the maintenance of personnel files as required by state, federal and District regulations.
- Prepares strategic plans and program reviews for Human Resources operations.
- Assists in the development and recommendation of personnel policies, procedures, and programs.
- Oversees and directs voluntary deduction plans, payroll processes, and leave plans.
- Develops, oversees, and maintains Human Resources computer needs.
- Ensures District compliance with Mandatory Sexual Harassment Training (AB 1825) and FERPA training.
- Attends and conducts meetings related to assigned activities.
- Collaborates with District personnel and other stakeholders.
- Maintains currency with trends in the field of education.
- Participates in professional organizations to enhance own professional development.
- Represents the District at community activities.
- Fosters and supports innovation and continuous quality improvement.
- Provides leadership and support in developing and implementing the District’s long-term vision and plans.
- Ensures institutional compliance with the regional accrediting agency.
- Provides leadership and direction in all areas of responsibility.
- Participates in the Superintendent/President’s Cabinet.
- Performs other duties as assigned.

MINIMUM QUALIFICATIONS
- Masters degree in a related field from an accredited college or university.
- Three (3) years of recent successful experience in personnel administration.
- Demonstrated ability to effectively manage a complex academic institution.
- Exemplary written, oral, and personal communication skills.
- Demonstrated commitment to collegial, consultative, participatory governance.
- Demonstrated sensitivity to and an understanding of the diverse backgrounds of community college students and employees.
PREFERRED QUALIFICATIONS
- Three (3) years of personnel management experience working in higher educational setting.
- Demonstrated understanding of and commitment to the mission of the California Community Colleges.
- Demonstrated successful experience with regional accreditation compliance.
- Experience with collective bargaining in an educational environment.
- Experience in the California Community College system.
- Experience in building and developing Human Resources programs.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
- Hold and maintain valid Driver’s License.

CLASSIFICATION/SALARY
- This is an Administrator position.
- Row 15 of the District’s Administrator/Management/Confidential salary schedule with placement appropriate to experience.
