Senior Director Payment Policy
What you will be doing:
Premier seeks a driven, team-oriented self-starter for the position of Senior Director of Payment Policy in our Washington, DC office. The Senior Director of Payment Policy is responsible for leading Premier's policy strategy on Medicare payment issues across both acute and non-acute settings, as well as other company priorities that will lead to high quality, cost-effective healthcare across the healthcare spectrum.
This position will be responsible for providing the expertise and leadership necessary to help Premier members understand, shape, and effectively operate within the changing environment in regard to optimizing the value of healthcare. Specifically, the Senior Director of Payment Policy will focus on policies related to Medicare provider reimbursement, value-based care, and quality improvement across both the acute and non-acute settings. This position will educate and guide a variety of internal (Premier staff) and external (members) constituents in interpreting and determining the impact of federal legislative and regulatory policies, including advising on how best to manage under these programs and developing successful advocacy strategies. In addition, the Senior Director of Payment Policy will lead on the development of potential improvements to legislative policies and regulations focused on improving the financial viability of healthcare for our members and advancing Premier's business strategy as a leader in healthcare transformation. The position will also be responsible for engaging with and building support for such improvements across broad stakeholder groups. Finally, this position will serve as a spokesperson to members, lawmakers, the administration, and health policy experts in order to influence policy in a manner favorable to Premier and its members.
In addition, the Senior Director of Payment Policy must have:
- Proven organizational and time management skills with excellent attention to detail.
- Proven track record of successfully advocating for payment policy reform in the best interest of healthcare providers and patients.
- Ability to establish and maintain effective working relationships with Premier's internal business units and members, external stakeholders, and with executive and legislative branch officials.
- Understanding of the federal legislative process and attention to current Congressional issues.
- Familiarity with the federal regulatory process, comment periods, and federal agency organizational charts.
- Exceptional and persuasive verbal and written skills, with the ability to perform with a high level of tact, integrity and professionalism while interacting with all levels of management, peers and internal/external stakeholders.
- Ability to draft written materials accurately and quickly under time pressure.
- The ability to exercise independence and discretion.
- Ability to prioritize and complete multiple projects in a timely manner.
Key Responsibilities
Responsibility #1 - 40%
Policy Development/Strategic Visioning
- Coordinate policy development and regulatory review/positioning, including developing advocacy strategies and coalition building with other organizations.
- Guide development of comments (written and oral) on policies related to optimizing the value of healthcare through convening internal stakeholders and members and coordinating with other external stakeholders within required submission deadlines.
- Advise Premier senior management and staff as well as members on implications of regulatory and legislative changes through various communication methods such as written summaries, webinars, and in person presentations.
- Develop strategies for advancing Premier's leadership and offering in emerging payment areas.
- Execute strategies for engaging with the Administration (e.g., CMS, CMMI) on priority issues.
- Support lobbyists in advocacy efforts such as defining critical messages, developing Hill briefing materials, serving as an internal SME for input on potential legislation.
Responsibility #2 - 20%
Member Advisory
- Lead efforts to engage member committees/workgroups (e.g., APM Advocacy Workgroup) in advising on regulatory changes and policy implications and providing input on advocacy efforts.
- Provide guidance and policy expertise to members, including educating members on external policy environment and its impact.
- Provide member consultation on regulatory matters and their advocacy needs and approaches.
- Advocate on behalf of members to resolve issues successfully with the Administration.
Responsibility #3 - 20%
Product/Consulting Development
- Advise Premier leadership on implications of regulatory changes on Premier products and offerings.
- Collaborate with and provide support to product teams in development and updates of products aimed at helping providers improve their financial viability.
- Support Premier staff serving on outside committees of such organizations related to Medicare coverage, quality, and payment policy.
Responsibility #4 - 20%
Health Policy SME
- Serve on appropriate internal committees and work groups related to building Premier's thought leadership on programs and policies that will improve healthcare quality and reduce costs.
- Identify thought leadership opportunities and execute in coordination with Premier's public relations teams.
- Assist in the preparation of white papers and journal articles to support Premier's thought leadership objectives.
- Liaise with CMS, lawmakers and health policy experts on issue and implications related to Premier's policy stances.

Experience:
- Progressive and relevant experience in policy research, implementation, advocacy, consulting and/or in insurer/health plan or hospital/health systems setting.
- Demonstrated training in public health, health services research, policy analysis.
- Demonstrated knowledge of healthcare systems including expertise in healthcare reimbursement policies and alternative payment mechanisms.
- Interpret data reports.
Education:
- Graduate degree in healthcare or policy (such as MPP, MPH, MPA, or JD) or healthcare professional (such as nurse, pharmacist, etc.)

Travel Requirements: Travel 1-20% within the US
Physical Demands: Sedentary: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves remaining stationary most of the time. Jobs are sedentary if movement is required only occasionally, and all other sedentary criteria are met.
Premier's compensation philosophy is to ensure that compensation is reasonable, equitable, and competitive in order to attract and retain talented and highly skilled employees. Premier's internal salary range for this role is $99,000 - $185,000. Final salary is dependent upon several market factors including, but not limited to, departmental budgets, internal equity, education, unique skills/experience, and geographic location. Premier utilizes a wide-range salary structure to allow base salary flexibility within our ranges.
