The Housing Authority of the City of Atlanta, Georgia (AH), is the largest housing authority in Georgia and one of the largest in the nation. AH provides and facilitates affordable housing resources for nearly 27,000 low-income households comprised of approximately 45,000 people, including AH-owned residential communities, tenant-based vouchers, supportive housing, and homeownership opportunities. Programs are funded and regulated by the U.S. Department of Housing and Urban Development.

AH was established in 1937, with the primary mission to provide housing and rental assistance to Atlantans who needed it most. Our focus and mission has remained to serve extremely low- to moderate-income households, including but not limited to, families, seniors, veterans, individuals with disabilities, and those experiencing or at-risk of homelessness. Many of our families are considered essential workers, yet they struggle to find affordable housing.
AH doesn’t just house people, we also support economic mobility and provide pathways to building wealth, such as through homeownership. Over time, through our land, investment capital, and expertise, AH evolved to serve local communities and the housing sector, providing for safe, healthy and diverse mixed-income housing options for all, while retaining our specific focus on families at the lower levels of the income scale.
The Role
Overview:
The Vice-President Financial Management/Controller will serve as a leader and recognized Accounting, Reporting, Risk and Internal Control System expert with demonstrated experience in GAAP and GASB accounting principles, internal controls, and HUD regulatory requirements. This role is crucial for ensuring accurate financial reporting, compliance, and effective financial management.

Reports to: Chief Financial Officer
Team: Manages a team of approx. 7 accounting, reporting and financial operations professionals
Key Responsibilities
Strategic Leadership
- Develops the control and accounting function in the context of the strategic goals of AH and overall finance team.
- Direct all aspects of accounting operations, overseeing all transactions related to the general ledger, receivables, payables, fixed assets and financial reporting.
- Continuously assesses and evolves the internal control framework to adapt to the evolving nature of AH’s activities and growth, including the implementation of best practices.
Controls & Compliance
- Ensures proper internal controls are in place to safeguard the organization’s assets and ensure reliability of AH financial and operating results and properly reflected in accounting/financial policies and procedures.
- Implements and standardizes accounting/financial policies and procedures to ensure consistency with statutory accounting requirements and ensure awareness by appropriate staff.
- Reviews real estate agreements for financial soundness and financial terms.
Financial Activities and Reporting
- Partners with the VP Financial Planning and Analytics to ensure timely and accurate financial reporting and analysis including variance analysis to internal stakeholders and AH Board of Commissioners.
- Stays abreast with ongoing changes required by HUD and ensure proper GAAP/GASB and other regulatory treatment for recording transactions, financial reporting, and audit purposes.
- Oversee the cash management function, including banking relationships.
Audit
- Responsible for the annual audit process and year-end financial reporting package including the Financial Data Schedules in accordance with 2CFR200, Comprehensive Annual Financial Report and Independent Auditor’s Report and the Corporate tax returns and tax forms 990s and 1120 for the Agencies affiliated non-profit and for-profit entities.
Team Leadership
- Provides leadership, guidance, professional development, and supervision to finance team.
- Fosters an open and accepting professional environment, supporting staff in their professional growth and development.
- Manages relationships with internal clients, building high levels of professional credibility and mutual trust.
Professional Experience
- 10+ years’ experience in progressive finance and accounting positions leading to controllership preferably within the real estate, affordable housing and/or public housing finance industry.
- A minimum of 4 years of team leadership experience with demonstrated success in developing strong accounting and finance teams, systems and reporting.
- Strong knowledge of GAAP, GASB, internal controls, and compliance coupled with good risk management.
- Extensive experience in both cash and treasury management.
- Strong financial systems knowledge; experience with Yardi a plus.

Education
- Bachelor’s degree required. CPA required.
Compensation
- Compensation will be equitable and commensurate with experience with an anticipated base salary range of $133,100 - $169,100.
