The State Highway Administration (SHA) is seeking to fill an executive service position as a Division Chief (Transportation Design Engineer VII) in the Office of Traffic and Safety (OOTS) located in Anne Arundel County. This position is open to anyone who meets the preferred qualifications listed below.
Nature of Work: The Division Chief for the Traffic Engineering Design Division (TEDD) is a licensed professional design engineer. This position provides leadership, direct management, and oversight to the division performing the design and engineering service of signal, signing, lighting, pavement markings, and Intelligent Transportation Systems (ITS) statewide. This position manages the capital budget and Fund 85, overseeing projects and construction contracts development, monitoring cash flow, and managing consultant services contracts. This position ensures compliance with the latest federal and state laws, codes, regulations, and policy. The Division Chief will also oversee and manage the development and implementation of multiple traffic engineering programs. The position is responsible for evaluating the efficiency of division operations and developing, revising, and recommending new policies, standards, and workflow procedures for the division and administrative duties.

Qualifications
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at time of appointment.
Experience: Three (3) years of experience managing engineering projects as a licensed professional engineer. Three and one half (3 1/2) years of experience in the design or management of projects related to traffic control devices, ITS, or transportation engineering projects. Three (3) years must have involved direct supervision of staff and/or program development.
A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
The ideal candidate will possess the following:
- Extensive knowledge and experience with traffic control device design and project management.
- Extensive knowledge and experience in traffic engineering analysis, study, and/or traffic operation and safety review and assessment.
- Extensive knowledge and experience in developing/reviewing/updating traffic engineering-related implement policies, regulations, standard books, guidelines, etc.
- Strong ability to analyze and develop process improvement techniques.
- Experience in managing budgets, solving technical problems, and leading/supervising teams.
- Self-motivated with the ability to work independently.
- Excellent internal/external customer service abilities and interpersonal skills.
- Good written and oral communication skills.
- Proficient computer skills, including comprehensive experience using MS Windows Operating systems applications, especially MS Office.
Licenses & Certifications
Candidates must possess a motor vehicle operator's license valid within the state of Maryland.
