The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) Office of Data Management is looking for a dynamic team member to lead the Data Management and Business Development team in analyzing business processes, workflows and proposing new initiatives for MDOT MVA.
The Chief Data and Business Development Officer is a direct report to the MVA Administrator. This position is a senior member of the MDOT MVA leadership team, collecting and identifying data in order to make informed policy and business recommendations and decisions to further MDOT MVA's goal of premier customer service and vision zero. This leader will use data to assist the Administration with its Strategic Planning. The CDBDO will take the lead on making recommendations to the Administrator for developing and implementing interdepartmental data sharing protocol and determining MDOT MVA's strategy, policies, standards, and architecture. Provide expertise across multiple disciplines and technologies, developing data management policies, procedures and strategies in a highly technical (Big Data) environment.
The CDBDO must work collaboratively with the MDOT MVA Administrator, Director of Information Technology, MDOT MVA Deputy Administrators and other state/agency staff, domain communities, stakeholders, SME's data producers, and analysts, to design, develop, integrate, and implement data management policies and provides analytics, integrating data with business initiatives and will take the leadership role to establish and align data management expectations.
This position is also responsible for the supervision of Business Development and Strategy team, working to align MVA efforts with advancements in technology, changes in Maryland and the customer expectations.
Some of the essential duties of the Chief Data and Business Development Officer include, but are not limited to the following:
- Supporting the best use of data and analytics for MDOT MVA mission
- Advising the Administrator and Administration leadership on operational improvements, efficiencies, and impacts based on data analytics
- Participating in weekly leadership meetings, legislative planning meetings and special projects to identify analysis to support future planning and decisions
- Manages Governor Key Performance Indicator, Attainment Report/Managing For Results, legislative research and fiscal impact data analysis, internally and externally
- Collaborating with all stakeholders to achieve MDOT vision
- Recommending and utilizing data collection tools to include cloud services and business intelligence software
- Establishing conventions and quality expectations for data
- Ensuring delivery of all data management milestones
- Ensuring compliance with regulatory guidelines and responds to audit requests
- Identifying strategic partnerships and opportunities for MVA to further the goal of premier customer service in light of technology, societal and other changes
- Participating in MVA team meetings to discuss upcoming and anticipated projects in order to determine data collection, management, and outcomes
- Suggesting business process improvement practices to increase efficiency and enhance performance throughout the organization
- Conducting monthly operational review meetings and coaching meetings with departments to encourage data-driven decision-making
- Overseeing the division that is responsible for identifying avenues for strategic, technological, and service improvement
- Developing dashboard and other data reports and maintain pipeline of data projects to improve efficiency and/or data quality
- Responding to data request and public information Act Requests in appropriate time to completion

PREFERRED QUALIFICATIONS
Education: A bachelor's degree in computer science, business administration, political science, planning, or data analysis.
Experience: Six (6) years of experience in strategic planning, business analysis and operational improvement. And three (3) years of supervision or management experience.
Note: U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required education and experience on a year-for-year basis.
Licenses & Certifications
Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
