The Federal Reserve has developed a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality, called the FedNow Service. This service enables financial institutions to provide their customers with the ability to send and receive payments any time, any day, and have full access to those funds within seconds. This position is a unique opportunity to be part of this mission-critical Federal Reserve initiative that is transforming the payments landscape in the United States.
This position is responsible for providing leadership, direction, and expertise to a quality engineering team with responsibility for all aspects of quality engineering in an agile delivery model in implementing standards, efficiencies, Lean techniques, cloud testing, performance testing, security testing, and test data management strategies.
What will be expected of you:
- Develop, communicate, and implement quality strategy, test design techniques, cross-functional test strategies, technical standards, and quality objectives in agile, DevOps, and cloud testing.
- Advocate for quality, ensuring agile teams implement and follow best practices to prevent defects.
- Spearhead integration of QA processes, governance, ensure sufficient quality and test coverage into all stages of platform development to increase efficiency and reduce costs.
- Coordinate with product team, National IT team, Tech Operations, and business integration team on NFR’s for platform level performance, end-to-end testing, and security testing strategy.
- Develop & collaborate with data engineering team, business integration team, and test engineering team on feature data coverage sets to support automation efforts.
- Advise agile teams, integration teams, and infrastructure teams on matters of process, quality, metrics, and procedures related to testing.
- Coordinate with scrum teams to continue refine processes, implement best practices, monitor quality metrics and work on improvements throughout sprint & release cycle.
- Develop communication plan & clearly articulate complex situations to both technical and non-technical personnel.
- Mentor test engineering teams on building reusable utilities or libraries and technologies like Python, RESTful, DevOps CI/CD, and Cloud technologies.
- Recruitment of quality engineers and ensuring retention of top talent.
- Goal setting, monitoring the progress, and providing constructive feedback to the direct reports.
- Support, mentor, and professional development of quality engineering team.
- Perform manual, exploratory, and automation scripts development efforts.
- Perform other duties as assigned.
Expertise you will bring:
- 10+ years experience in software quality testing practices, automation, performance, and data quality testing with solid, demonstrable understanding of software development and testing practices in agile.
- 6+ years of experience in leading testing practices in Agile.
- 5+ years of leadership experience, coach/mentor agile delivery teams on quality principles.
- 5+ years of hands-on experience in developing automation frameworks in Java/Python or other languages.
- Strong knowledge of Relational and NoSQL database working experience, writing queries, stored procedures, and scripts.
- Experience of distributed source control systems such as Git.
- Experience working with REST services and understanding of SOA architecture.
- Experience of working with cloud technologies like AWS and experience of testing micro-services, containers, and docker is a plus.
- Experience in building performance test strategy, planning, using testing tools, and analysis of metrics.
- Experience in developing exploratory testing techniques, creating and analyzing defect reports and root-cause analysis.
- Experience of creating and maintaining test harnesses, stubs, and mock interfaces.
- Experience working in DevOps culture, tools, and cloud infrastructure.
- Excellent communication, organizational, presentation, and negotiation skills with the ability to cultivate effective working relationships with business and technical staff at all levels.
- Highly developed critical thinking, including strong analytical, problem solving, and decision-making capabilities.
- Ability to set priorities and readily adapt to changing priorities; commitment and flexibility to ensure critical deadlines are met.
- Bachelor's or higher qualification in computer science, information systems, or equivalent background or experience.
- SAFE or Agile certification, Cloud or DevOps certification is a plus.
