Reporting to the Supervisor, provides technical assistance to agency staff, local education agencies, and program administrators; serves as the primary contact for the program administrators and assists with problems and questions regarding a particular program; reviews and recommends grant applications, amendments, and monitoring reports. Acts as department liaison/representative for Kindergarten through 3rd grade alignment initiatives. Provides technical assistance with the Kindergarten through 3rd grade rules, learning standards, instruction, and resources.
Duties and Responsibilities:
- Provides expertise in program areas which allows for effective program leadership, development, and implementation in the area of early childhood, with an emphasis on Kindergarten through 3rd grade alignment.
- Reviews, approves, negotiates, and recommends disposition of project/grant applications.
- Assists in the planning and implementation of in-service training sessions for school district, Kindergarten and Preschool teachers, and other clientele as necessary.
- Reviews monitoring reports and continuous quality improvement plans for the purpose of determining compliance/non-compliance with applicable federal and state rules, regulations, etc., and determining technical assistance needs.
- Monitors projects as implemented in comparison to original plan or approved proposal.
- Provides technical assistance and other support services for early childhood initiatives, with an emphasis on Kindergarten through 3rd grade alignment, to school personnel by way of written and verbal communications.
- Participates in the development and/or revision of Kindergarten through 3rd grade program guidelines, rules, procedures, etc.
- Initiates and maintains contact with external resources, agencies, and professional organizations related to assigned programs.
- Performs other duties as assigned.
Required Qualifications:
- Bachelor's degree in Education, Early Childhood Education, Child Development, Psychology, or Social Work plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
- Two years of experience (in addition to education requirements) such as working in an Early Childhood Block Grant funded program or teaching Kindergarten -3rd grade.
- Ability to communicate well orally and in writing.
- Ability to work well as a member of a team.
- Proficiency in software such as Word, Excel and/or PowerPoint.
Preferred Qualifications:
- Master's degree in Education, Psychology, or Social Work with an emphasis on Early Childhood/Elementary Education.
- Experience in providing training and technical assistance on best practices in Early Childhood and/or Kindergarten through 3rd grade and/or state or federal grant management experience.
- Familiarity with statewide early childhood initiatives with emphasis on Kindergarten through 3rd grade alignment initiatives.
- Familiarity with the Early Childhood Block Grant.
- Familiarity with the Early Childhood Block Grant programs Prevention Initiative, Preschool for All and Preschool for All Expansion.
