Reporting to the CFO, the Vice President of Human Resources will provide executive-level guidance and leadership to all PCIFS HR operations and oversee the workflow of the HR department. Responsible for continuing to develop the architecture, implementation, and management of the daily operations for Human Resources across 12+ subsidiary companies, located in numerous locations across the United States. This position will be multi-locational consisting of well-balanced telework, travel, and scheduled work from the offices located in Huntsville, AL or Reston, VA.
Duties and Responsibilities:
- Manage a broad set of HR functional areas, including employment law, HR and OFCCP compliance, HRIS systems, employee relations and investigations, benefits, open enrollment, recruiting, compensation, performance management, onboarding, training and development.
- Collaboratively work with senior level executives and perform as the HR expert as a member of the top leadership team. Advise and coach business leaders on HR related matters.
- Administer and develop required training programs inclusive of onboarding of new hires.
- Continue to develop a growing HR operating framework, establish and administer special projects, and solve complex HR problems and needs for the organization.
- Conduct audits to assess the organization’s compliance with federal, state, and local discrimination laws.
- Develop and adhere to approved budgets.
- Recommend and develop policies and procedures to comply with the OFCCP requirements including the Service Contract Act, Davis-Bacon and other labor laws related to federal contractors.
- Lead the preparation and submittal of Affirmative Action plans, annual EEO-1 reports, Veteran and other required DOL reports.
- Lead, mentor and manage HR support services team members.
Qualifications:
- Master’s Degree in HR, Business or related field is required.
- SHRM-SCP Certification is strongly preferred.
- 10+ years of leading Human Resources at a senior level, along with ongoing hands-on experience with generalist and specific human resources daily functions.
- Must have documented experience developing and implementing OFCCP requirements, the Service Contract Act, Davis-Bacon and other labor laws related to federal contractors.
- Demonstrated experience working with Tribal/ANC/NHO federal contracting group is highly preferred.
- 5+ years’ experience as a senior HR team leader with 2000+ employees, having multiple entities across a minimum of 15 states including California.
- Experience working with OCONUS employee teams is a plus.
- Must have managed a team of geographically disparate HR team members who are part of a matrixed organization.
- Experience using an HR Management System. Experience with Deltek Talent Management System is a plus.
- Excellent proficiency in Microsoft Office software programs is required.
- Excellent verbal and written communication skills, along with ability to negotiate.
- Strong analytical and problem-solving skills are required.
- Must be willing to travel as required to multiple sites and participate in providing training and development as needed.
- Must be able to obtain and maintain security clearance as required.
- Valid State driver’s license with an insurable driving record required.

This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
