Description
Everfox, LLC is a growing company with innovative, unique and compelling technology that customers have come to rely on. As the demand for Everfox technology continues to grow, our business requires sophisticated strategic sales resources. Hence, we are seeking a Capture Manager to develop, lead and manage strategic capture efforts for U.S. Government strategic program sales opportunities. This position is located at the Everfox facility in Herndon, VA, but alternate locations can be entertained.
Position Summary
The Capture Manager will be responsible for the management and execution of the full Capture life cycle process across multiple simultaneous opportunities while building and managing virtual teams.
The responsibilities of this individual contributor role will include working with the internal Everfox teams to develop and maintain a multi-year pipeline of strategic (high-value/complex) opportunities across the company. You will develop and oversee implementation of bid strategies, proposal approaches and technical solutions, and help with written proposals for RFI/RFQ/RFP/BAA (i.e., RFx) for customers and Everfox partners.
You will engage directly with customers, field sales teams, and partners to shape and identify opportunities for Everfox solutions and help our customers and partners succeed in their missions. You will operate in both strategic and tactical capacities and will work within the Capture framework of the company. You will scale the capture acumen within the sales culture to include improved RFx responses, pre-RFx customer education and shaping, and even unsolicited proposal initiatives. You will work closely with our proposals function to deliver well-crafted, timely and correctly formatted responses directly to a customer or as content for incorporation into a prime partner’s response.
The Capture Manager will develop the overall capture strategy for an opportunity as well as internal and external partnerships, business plans and associated marketing assigned with the opportunity. The Capture Manager will refine win strategies through technical solutions development, effective teaming, staffing and pricing strategies. The Capture Manager advances opportunities through the capture lifecycle to increase the probability of win and to provide the information required to develop winning proposals.
The ideal candidate will have worked in the federal contracting industry and have previously served as capture manager for winning single award opportunities greater than $100M. Characteristics necessary for success include: managing multiple capture efforts simultaneously, the ability to gain internal support and the ability to establish and maintain a solid working relationship with technical staff, managers, and peers. The position requires proficiency in Federal contracting and demonstrated knowledge of Federal request for proposal language. The position requires excellent written and oral communication skills.
Primary Responsibilities
- Lead capture efforts to secure new or re-compete contracts
- Lead, guide, and contribute to the development of winning bid proposals
- Develop capture strategy, competitive assessments, teaming, and lead price-to-win efforts
- Develop solutions-based capture plans that will result in winning new business
- Lead and participate in business development planning and review activities, to include periodic pipeline reviews, planning resources and schedules for capture and proposal plans, opportunity gate reviews, black hat sessions, win theme and discriminator workshops, and proposal reviews
- Integrate and lead cross-functional capture team and authority for the duration of the pursuit
- Organizational skills and capacity to manage multiple capture efforts simultaneously
- Conduct after action reviews for business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions
- Coordinate and participate in meetings with customers, competitors, clients, and teammates to develop win strategy for specific opportunities
- Meet with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
- Create and deliver executive presentations intended for gate/capture approvals
- Maintain ongoing interaction with business development and program area resources
- Perform market research to include customer preferences, competitive analysis and incumbent strengths and weaknesses
- Oversee / manage the production of responses to RFIs, Sources Sought Solicitations and white papers, including writing and content contribution
- Organize and lead proposal response activities, including management and technical volumes, past performance, staffing plans, Professional Services support, etc
- Interact routinely with multiple levels of corporate leadership and be the authoritative voice on assigned captures; brief capture status to senior leadership at specified milestones in the capture process and when material changes occur
- Collaborate with business development personnel, technical staff, and management to support cross enterprise objectives and customer engagement
- Embrace accountability for shaping and winning new business through a balanced focus on customer value, the competitive environment, and the corporation's best interests
Basic Qualifications
This role requires that the successful candidate have a proven track record of successful capture and proposal development on during the last three years, knowledge of the Federal contracting process and demonstrated working knowledge of the Federal Acquisition Regulations (FAR). The preferred candidate has a Bachelor's degree or equivalent in a related field and 8+ years of related experience, as well as the ability to use automated tools such as Microsoft Office to present ideas, information, and reports.
Preferred Qualifications
- Currently hold a Secret clearance
- Currently hold TS or TS/SCI security clearance or ability to obtain such clearances is a plus
- Experience with IT development and technical services programs involving systems engineering/systems integration, cyber-security systems, managed services, technology insertion, and enterprise IT strategy
- Working knowledge of federal government buying habits, to include: experience with US government budget, investments and acquisition processes, an understanding of different contract types (such as IDIQ, BPA, CRADA, OTA) as well as CLIN structures that include FFP and T&M contracts
- Defense Acquisition Level III Program Management Certification is a plus
- An understanding of contractor financials in the government market, to include: experience with estimating Price to Win targets, milestone payment planning and determining Total Cost of Ownership
- Experience developing and successfully managing multiple, simultaneous captures
- A deep understanding of teaming approaches to include: executing Non-Disclosure Agreements, creating teaming agreements and managing vendor relationships and service level agreements
- Working knowledge of NAICS and PSCs for teammate selection and evaluation
