Organization Supported: Forged by the sea, the Naval Special Warfare Command (NSWC) is a versatile, capabilities-based, often maritime-focused, special operations force that emphasizes innovation, stealth, precision, and aggressive action requiring operational excellence. NSWC’s mission is to provide special operations forces to conduct full-spectrum operations, unilaterally or with partners, to support national objectives.
Lukos is recruiting for personnel to support NSWC with subject matter expertise through logistics support services, equipment related services, and knowledge-based services.
Job Objective
The purpose of this requirement is to obtain Five (5) Full Time Employees (FTE) to provide the functions of Expert Intelligence OSINT Analysts that are suitably trained, skilled, and experienced as an OSINT/DR Analyst to integrate into the MSC intelligence team, performing data collection, analysis, and processing functions.
Responsibilities
The OSINT Analysts will work on a small intelligence fusion team that is responsible for the production of intelligence assessments in support of deployed NSW forces. In order to be effective, the Contractor Analysts must be skilled, experienced, and willing to work flexible or alternative hours as needed to complete the mission.
Specific Requirements:
- Master-level experience working as an OSINT/DR analyst
- A basic knowledge of data management, such as extracting/transforming/loading data from various formats into a structured database, and converting formats as needed
- Master-level experience working with multiple intelligence disciplines (HUMINT, IMINT, GEOINT, SIGINT, OSINT, etc.) and a fundamental understanding of the data and tools these disciplines utilize
- Master-level ability to research; gather data; process, assemble and analyze facts; draw conclusions; effectively fuse OSINT results with other intelligence and databases; and develop solutions to intelligence-related problems involving OSINT and DR; extensive and current knowledge of commercial and government OSINT/DR tools and research methods; experience working with Activity-Based Intelligence (ABI) data and analytical concepts is strongly desired but not required
- Experience working in a fast-paced environment, completing multiple tasks simultaneously and meeting stringent timelines
- Master-level of acquiring, creating, and leveraging resources (e.g., tools and data) and integrating advanced technologies to overcome process barriers and resolve inefficiencies
- Master-level experience in supporting system specifications evaluations and test and evaluation of new or improved capabilities for predictive analysis, data mining, data correlation and display, data fusion, and processing algorithms to solve hard problems
- Working knowledge of and experience with basic counterintelligence (CI) and Operational Security (OPSEC) procedures employed by the DoD, IC, and MSC
OSINT Analysts duties and capabilities will include the following:
- These positions will support MSC with comprehensive and integrated analysis of plans, concepts, capabilities, and threats in order to provide informed and accurate recommendations for the employment of NSW forces and capabilities in a dynamic and time-sensitive environment. This will include both long term assessments and short-term analysis of developing and near real-time events that shape operations, actions, and other activities. This position will conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios and identify gaps in capabilities that can be addressed by new technology, capabilities, processes, and procedures.
- These positions will provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent policies, strategies, vulnerability assessments, threat and intelligence assessments, and inform planning efforts and new concept development.
Minimum Job Requirements/Technical Requirements General Requirements:
- Required to hold an adjudicated Top-Secret clearance with the ability to access Sensitive Compartmented Information (SCI)
- Must possess or be able to obtain a valid U.S. passport
- Must possess a valid state driver’s license
- Must demonstrate the ability to research, gather data, assemble and analyze facts, draw conclusions, and develop solutions to intelligence- and IT-related problems involving PAI data collection, processing, and analysis
- Must demonstrate an extensive and thorough knowledge of intelligence data types, formats, structures, and databases, as well as comprehensive knowledge of content and applicability of existing intelligence databases and data sets
- Must demonstrate a working knowledge of and the ability to use email and Microsoft (MS) Office applications such as MS Outlook, MS Word, Excel, and PowerPoint
- Must demonstrate verbal and written communication skills, and be detailed and accurate in performing all administrative and routine functions
- Must be able to write clear and complete correspondence (in a military format, as required

Coordinate with the MSC Director of Operations (and others as necessary) to optimize awareness and use of the Contract personnel’s skills and capabilities
- Possess the ability to assist in the review, update, and drafting of relevant MSC standard operating procedures (SOPs), technical procedures, best practices, and other instructions as well as the quality and effectiveness of all source analysis data sources and hardware/software tools
Education & Certification Bachelors Degree is desired.
