The Director of Facility Engineering is responsible for the overall operation of the Support Services Departments and the appearance and working order of all Community Memorial Health System (CMHS) buildings (CMH, OVCH and Clinics). This position works independently and in a team-focused environment. Responsibilities may include but are not limited to maintaining the exterior of the building, parking lot, and common areas, maintaining all equipment in patient rooms, conducting monthly safety inspections and training the staff on safety and emergency procedures, and working with vendors. May respond to emergencies, and work with corporate maintenance on special remodeling projects or capital expenditure needs.
Essential Functions and Responsibilities:
- To ensure effective and constant communication within CMHS of all maintenance projects, construction, public safety and related issues.
- To serve as a member of the Emergency Response Team, Physical Environment, and Buildings & Grounds Committee.
- Coordinate the selection, training, development and evaluation of all Facility supervisors and staff.
- Collaborate with the Director of Rooms to foster a cohesive team environment between the Rooms Division and Engineering staff.
- Manage all the internal and externally contracted vendors and staff involved in grounds, facilities, and safety operations.
- Oversee and direct the planning, design, development, construction, and alteration of physical facilities at all CMHS locations.
- Develop and implement quality control programs.
- Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
- Work with architects, OSHPD, building code officials, planning/zoning officials and community design committees.
- Develop and implement energy management and conservation programs.
- Maintain blueprints, specifications and operation/maintenance manuals for all buildings, systems and equipment on campus.
- Develop and manage the facility annual operating budget as well as capital expenditure pertaining to facilities and development; monitor individual capital projects ensuring that costs, timing, and contract requirements are met.
- Prepare bid documents and specifications for capital and operating projects, and direct and oversee any construction and renovation activities and inventory control.
- Renew and approve invoices and requests to assure payments are made in accordance with contractual agreements.
- Ensure compliance with applicable federal, state and local codes and regulations.
- Establish and implement short-and-long range organizational goals, objectives, strategic plans, policies, and operational procedures.
- Stay abreast of Facilities Management best practices, new technologies, market dynamics and trends.
- Wear name tag identification and be aware of role in minimizing security incidents.
- Follow the facility’s protocols for Hazardous Materials and Waste Program.
- Participate in disaster drills as appropriate.
- Participate in fire drills as appropriate.
- Respond to utility failures per Department policy and adhere to Lock-out/Tag-out policies where appropriate.
- Communicate department, facility, and CMHS information at staff meetings, group presentations and through written memos.
- Participate and attend CMH and OVCH departmental meetings, staff development, and professional programs, as appropriate.
- Complete all daily, weekly or monthly reports as outlined in policies and procedures on a timely basis meeting all prescribed deadlines.
- Perform other tasks that may be assigned.
Supervisory Responsibilities:
Manages Chief Engineer and also directs and supervises all employees at the CMH and OVCH Facilities departments. Is responsible for the overall directions, coordination and evaluation of these areas. Carries out supervisory responsibilities in accordance with the Health System’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. The Director of Facilities Management has a primary office at CMH however 15% of time is allocated to OVCH oversight with a minimum of two (2) hours of monthly onsite commitment.
Required:
Bachelor’s Degree in field of architecture, engineering, facilities management or similar related field.
Eight (8) or more years of experience in facilities management/leadership, construction administration and project management preferably in healthcare or related services environment.
Experience in the application of various building and life safety codes/standards managed by local, state, federal, and national regulatory agencies.
