The Maine Legislature’s Office of Fiscal and Program Review, a nonpartisan staff office of the Legislative Council, is seeking applicants for a Legislative Fiscal Analyst position. Employees in this position work in our Augusta Office, are enthusiastic about supporting the important work of the Maine Legislature and conduct themselves in a highly confidential, professional and non-partisan manner.

The Legislative Fiscal Analyst:

Performs research and analysis to estimate the fiscal impacts of proposed legislation, policies and budget initiatives for committees and legislators;
Incorporates results of analysis in fiscal notes, reports and presentations;
Develops work priorities, determines methods for collecting and analyzing data and completes assignments at the request of or in consultation with legislators, supervisors and other staff;
Communicates regularly with state agency staff and other affected parties regarding fiscal impact estimates and budget initiatives;
Works independently or collaboratively as needed to complete tasks in a fast-paced environment. The Office Director and Principal Analyst may regularly review work products for content, style, form, objectivity and consistency.

Qualifications:

Bachelor’s degree plus five years of relevant experience in economic, fiscal, budget or tax analysis or an advanced degree with at least three years of relevant experience in these areas.
Strong financial and economic analysis skills required.
Strong oral and written communication skills, strong organizational skills and attention to detail and accuracy required.
Experience with state legislative and budget processes preferred.
Ability to work cooperatively and effectively with legislators, legislative staff, executive agency personnel and others required.
Proficiency with Microsoft Excel or similar spreadsheet software required.

Salary and Benefits: The salary range for this position is $76,689 to $106,787. The bi-weekly dollar values of some State-paid benefits for full-time employees include $14.92 for dental insurance; 13.29% of employee’s pay towards retirement; and, depending on the employee’s annual pay, at least 85% ($466.54) of health insurance premiums. Initial year vacation and additional paid leave ranges from 4 to 8 weeks plus thirteen paid holidays.
