Applicant will be subject to and must pass a background investigation with a favorable determination. The results of a background check shall only be used for the purpose of determining an individual’s suitability for employment. Applicants who provide false or misleading information in their application or authorization may be eliminated from any further consideration. Note: Applicants must meet this requirement by completing Item No. 15., on the Application for Employment.
In accordance with the San Carlos Apache Tribe Drug and Alcohol Policy, all potential employees will be tested for the presence of controlled substances as part of the pre-employment selection process. Applicants who fail to pass the drug test will be ineligible for employment and may not reapply for twelve (12) months thereafter. This policy has been adopted to provide drug-free work sites and to prohibit working while under the influence of alcohol.

DUTIES AND RESPONSIBILITIES:

As a Comptroller under the general direction of the Tribal Chairman and general oversight of the Tribal Council, the Comptroller develops and implements policies to control and direct all fiscal matters of the San Carlos Apache Tribe in conjunction and cooperation with the Tribal Treasurer. The Comptroller is responsible for coordination of budget development, fiscal aspects of program planning, establishing and monitoring fiscal and budgetary controls and providing fiscal guidance to all Tribal Departments. Establishes and maintains fiscal controls to assure the propriety of and proper accounting for all financial transactions. Supervises and participates in training of financial staff. Establishes and maintains budgetary controls so that resources are utilized only in accordance with the policies and procedures developed by the Comptroller and approved by the Tribal Council, ensuring that Federal fiscal guidelines are properly observed. The Comptroller recommends fiscal and accounting policies to the Tribal Council through the Tribal Treasurer. Keeps appropriate Tribal Officers advised of the financial status of all programs and departments. The Comptroller directs internal audits of tribal operations and prescribes procedures for accountability of property and supplies. Directs and participates in studies intended to design improvements in fiscal control and overall management. Prepares monthly financial reports, balance sheets, income statements, statements of cash flow, and reconciles monthly bank statements. The Comptroller will perform other duties as assigned.

QUALIFICATION REQUIREMENTS:

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s degree or higher degree that includes a major field of study in Accounting, Finance, Business Administration, or a closely related field. NOTE: Applicant must submit a copy of all college transcripts and/or degree to meet positive education requirements.

In addition to meeting the basic requirements above, candidates must have had five (5) years of specialized experience. Specialized experience is experience in professional accounting, full-time supervisory/managerial level accounting work, or a related field. Examples of the type of experience that will be credited are shown above under “Duties and Responsibilities.”

EVALUATION METHOD AND RANKING FACTORS: Evaluation will be made of the extent to which experience, education, training, self-development, and/or awards demonstrate that basically qualified candidates possess the Ranking Factors-Knowledge, Skills, and Abilities (KSA) described below.

Knowledge of professional accounting theories, practices, methods, and techniques.
Knowledge of governmental organization and management practices.
Knowledge of economic and sociological problems of Native Americans.
Ability to formulate budget policies and directives.
Ability to express ideas clearly, orally and in writing.
Ability to maintain effective working relationships with people of varied economic, educational, and cultural backgrounds.
