Assist the Chief of Emergency Medical Services in the performance of operations, managerial, administrative, support services, and/or strategic services including but not limited to, specialized work functions associated with overseeing all Emergency Medical Services (EMS) divisions, providing oversight, incident command, and on-the-scene emergency medical care, monitoring contractual activities, and coordinating EMS activities with other Collier County Divisions, municipal agencies, and fire districts. • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Establishes priorities for all division activities; delegates assignments to and placement of personnel; ensures proper allocation of personnel and other resources; disseminates information and special orders.
• Assist EMS Chief in establishing priorities for anticipated divisional requirements for each fiscal year; assist with preparation and submittal of annual budget information; assist with budget revisions as appropriate; support administration of approved budget and monitor operational expenditures for fiscal compliance.
• Develops, interprets, and/or implements standard operating and testing procedures, policies, training programs, and general orders; establishes and reviews employee and divisional goals and objectives.
• Meets with the EMS Chief and other County officials regarding major policies affecting the administration of the division; recommends improvements and changes as appropriate.
• Initiates internal investigation as required in personnel misconduct, complaints, inquiries, and incidents; research, approve, implement, and document counseling and/or disciplinary action.
• Coordinates EMS activities with other County Divisions, municipal agencies, and fire districts; fosters interagency cooperation in support of County-wide operations; conducts and participates in multi-agency emergency exercises to evaluate preparedness.
• Responds to 911 emergencies and provides Incident Command on-scene as needed for emergency calls involving hazardous materials, natural and manmade disasters, rescue, and other critical incidents, coordinates activities with other agencies.
• Respond to questions, complaints, and requests for information/assistance from the public, patients, fire, law enforcement, and medical personnel, various agencies, employees, officials, supervisors, or other individuals.
• Serves as liaison between the division and hospital administrators, real estate personnel, property owners, and/or employee representatives; negotiates various types of contracts.
• Supervises the selection process of recruits and administrative personnel; may conduct applicant interviews during the hiring process; makes hiring decisions and personnel recommendations.
• Prepares for, attends, and testifies in courtroom hearings and judicial proceedings as required.
• Attends official functions, Commissioner-led and other community meetings; makes presentations and public speeches; grants interviews to the news media regarding major divisional issues or activities.
• Schedules and conducts divisional staff meetings; attends seminars, workshops, and in-service training sessions as appropriate; serves on special panels, boards, and/or committees; reads professional literature; maintains professional affiliations.
• Prepares and/or receives a variety of forms, logs, requests, records, reports, correspondence, and other documents associated with the daily responsibilities of this position; reviews, completes, processes, approves, forwards, maintains, and/or takes other action as appropriate; prepares and maintains files and records.
• Cooperates with federal, state, and local law enforcement agencies and their officers or representatives when activities are related to investigations within county jurisdiction.
• Operates a personal computer, printer, calculator, copy and facsimile machines, telephone, radio, or other equipment as necessary to complete essential functions, including the use of word processing, spreadsheet, database, or other system software.
• Manages and oversees, either personally or through subordinate supervisors, daily, short- and long-term Emergency Medical Services (EMS) operations functions including medic unit deployment strategies, growth and expansion planning, agency-wide training, oversight of all specialty teams, and operations of helicopter/aviation operations.
• Organizes workflow and prepares schedules; reviews payroll; approves timesheets and leave time.
• Manages and oversees, either personally or through subordinate supervisors’ safety, mental health, infection control and prevention, and other programs as required by contracts and/or County CMAs.
• Instructs and directs subordinates regarding proper procedures and protocol of the division; reviews all work for compliance with standards, policies, and procedures; schedules and coordinates in-service training for personnel.
• Monitor dispatch and radio traffic of all calls to ensure response; oversee and ensure optimal deployment and accountability for physical resources.
• Oversees completion and accuracy of county records including equipment, vehicles, supplies, and other county-purchased items; peruses documents processed by subordinates; provides technical assistance as needed. • Bachelor’s degree in Emergency Management Services, Business Management, Public/Business Administration, or a closely related field.
• Five (5) years of managerial experience in an Advanced Life Support Emergency Medical Services System Advanced Life Support Emergency Medical Services System or an Advanced Life Support Fire Department, EMS operations supervisor, or emergency medicine as a Paramedic supervisor/instructor.
• Candidates without a degree should possess four (4) additional years of related experience.
• Fingerprinting required.

LICENSES/CERTIFICATES:
• Must hold and maintain a national registry certification or a Florida state license as a Paramedic; must attain and maintain County credentialing as a Paramedic by the County Medical Director.
• Must attain and maintain valid Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), EVOC (Emergency Vehicle Operation Course), and Instructor certifications.
• May be required to attain and maintain other certifications as related to the position or for specialized areas of assignment.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
